책소개

이 책의 제1장은 이어지는 논의의 배경이 되는 캘리포니아 지방정부에 대해 소개하고, 제2장에서는 지방정부의 경계선과 관련된 주민청원 절차를 관할하는 경계획정위원회(LAFCOs)의 탄생 배경과 기능 등을 설명하였다. 제3장은 산타 클라리타 시가 주민청원 등 어떤 절차로 탄생되었는지와 그 절차를 통해 함께 결정해 가는 주민에 의한 신도시의 탄생을 살펴보았다. 제4장은 LA 시의 한 지역인 샌 페르난도 벨리의 오래된 탈퇴 투쟁을 설명하였으며, 제5장은 1880년대부터 눈부시게 발전하여, 1940년대에 사막과 같은 도시에서 세계적인 도시로 성장한 계기를 만든 20세기 초의 물 송수관 건설, 항만건설, 시 크기를 3배로 늘린 행정구역 통합 등 로스앤젤레스의 간략한 역사를 살펴보았다. 제6장은 도시의 권력구조를 규율하는 헌법인 LA의 성공적인 시 차터 개혁운동을 소개하고, 제7장은 복잡하지만 효율적인 주와 지방의 선거제도를 설명하였다. 마지막 제8장은 주와 지방의 선거운동자금제도와 연방대법원의 이와 관련된 주요 판례 4건을 다루고 있다.
